Good points Kyle. It seems very difficult to get funding for large scale educational initiatives. The conservatives see this as an opportunity for market forces hence efforts like vouchers and mandates like "no child left behind". Do you believe that spending more money on schools is the way to go?

I think you could come up with public-private partnerships that help fund job retraining programs. Gov't could provide a type of unemployment insurance for sectors in danger of massive job displacement. They could provide matching funds to employers who want to do the right thing in cushioning the blow of layoffs.

And heck, if you are going to have tariffs on goods, then why not set that money aside to help workers when you are eventually forced to lift the tariff and the sector tanks?
